The application itself seems pretty solid. Overall i have not seen any major flaws in the application itself [in its current state as of writing] that can be pointed out at this time. His record however betrays him entirely. With a summary of 5 warns and 2 bans, let's just say it looks real bad. Understandably, behaviours can change overtime. However the citations will leave a somewhat distasteful opinion to some if not several more members of the community. On a grand scale of things, i personally don't think it would pose a huge problem.
On another note, despite the small number amount of interactions i had during sit, his usual behaviour displayed is rather composed and attentive. This is largely evident with instances where i had to explain server rules and guidelines during a few of the interactions as well as when confronted with problematic situations a police officer has to deal with on a daily basis on the server.
Overall, i personally think that the he possesses the capability of handling a staff position given his currently displayed behaviour.
This is just my take on it, i wish you goodluck.
