+0.5 While I think the backstory is somewhat generic, I think we could use another Russian faction and this seems like a good enough replacement. Despite that I think the High Command has a history of being somewhat immature. This shouldn't stop this from being a successful faction, however.

I understand we have been a bit immature in our prior histories. But I sincerely hope our handling of the faction along with our behavior in the future is more than enough to prove our worthiness
