No I mean like literally. Kevlar isn't available to anybody but cops. Like Montanas have the LSD racket (they buy LSD from an NPC and sell to others) Russians got meth, they buy from npc and sell to others etc. Sanz have gun rackets so they buy guns from an NPC and sell those to others. Kevlar isn't available to anybody but cops I.E there is no possible way to buy or sell Kevlar.

Supplying Kevlar on the streets is a great idea, It will also put everyone on equal footing against the police while bringing in another way to make money.
