Add "semi-legal" factions - McDouble - 12-31-2021

A big portion of the money in the criminal underworld comes from the "small businessmen" of organized crime- stores willing to buy stolen goods, unions willing to take bribes, etc. Unfortunately, as of now, this doesn't exist at all. 

I think part of this is due to the absence of semi-legal factions. These factions would deal in smuggled goods, corruption, and overall mostly white collar crime. 

This would create interesting dynamics- these factions would be unable to perform their own murders, for instance, so factions that do hits would have business. Another perk of their semi-legitimate status would be MUCH less law enforcement attention, and the ability to run for office with minimal scrutiny, allowing for less metagame-y corruption.

Importantly, these factions would be completely legal IC, meaning law enforcement would need some good reasons to open an investigation.

Here is a basic pros/cons list:

Pros:
-legal protection
-use for unique rackets
-interesting RP

Cons:
-less crime for faction members 
-makes factions more complex
-requires a good amount of rule changes

Note:
Without knowing much happening in the background, this concept was pretty much pulled off by the Grants. However, having official rules for it would prevent one of these factions from messing with RP to the same extent as the Grants.

Very good suggestion, but the issue is that there is not that many possibilites to do white collar crime, but also that you need to change alot of rules iniside of the server for the suggestion to work as written. Better is to create more abilites to do white collar crime, but for white collar crime to function there needs to be more people that are holding themselves to rules then vice versa.

Would be very op because factions would start gaining a lot of money from oil and drugs..
