So want to use the NPCS where you buy the food wine and cigars in bulk what group can I join that's not necessarily crime affiliated that will allow me to use those NPCs?

Honestly, it's limited to civilian/criminal factions requiring a whitelist to be approved by another member.
You can always ask a friend or a person in those factions you know to obtain the food/drinks for you.
Aside from that, find out through in-character means which faction would allow you to be whitelisted in without committing criminal/illegitimate activities.
