To boost the playerbase of miami add certain products/items you can only obtain in miami like certain drugs or types of guns only obtainable in miami. This will make players join miami to use these new items and boost the miami player base. To also boost the playerbase of miami, you can only create factions in miami and once you've reached a certain amount of members in your faction you can move to NYC also raising the playerbase.
