Reason for blacklist (if given): Spawning dupe in hardware
Why should they be returned?: So to begin with, I was building a dupe for PD considering I am the captain of patrol and I wanted to do something that enforces more RP, a traffic stop in front of hardware you can go through it and everything I was trying to show the community and asking for suggestions and feedback, Hoovis than tells me to stop spawning it in but when I asked for why I had to delete it and due to the lack of communication from the staffs end he never really told me as to why I should stop spawning in the dupe , so I had re-spawned it, doing so I, unfortunately, hit someone's car with the dupe, however, the car didn't blow up and the driver didn't lose anything after seeing what had happened I apologised to the car owner and we left on good terms, straight after this Hoovis freezes me and takes my pet flags away and in response, I asked why he has took them, he than responds with that I have broke "Prop Rules 3 - "Players may not block or obstruct streets or major traffic ways without proper reason." - Wanting to street race is not a proper reason" I asked how I was violating this rule, he never responded, I feel as if my dupe wasn't actually violating said rule as you can go through it and I had a proper reason and not to mention there used to be an old PD Dupe created by Charlie Fray and I was trying to recreate something similar to it in the same area. I really want to get my flags back I never intended to break any of the rules and never had POs regarding PET Flags I spent quite a bit of money on this.

You were completely in the wrong. You refused to listen to staff and then surprised when you are punished. You also have 2 POs for abusing your PET flags.
