I think it would be pretty cool if you weren't able to see advertisements/rumors unless you have gone to the electronic store and have bought a Telephone and enable it. It would make things a little more realistic.

Would create a better atmosphere for newer players and it would make chat less bogged up when you're not actively looking for/at advertisements. +1

+1 makes sense just be careful with restricting newer players from these sort of things, if players join and see no messages they could interpret that wrong, being quick to assume dead server or whatnot.
