will i get banned if i make my own underground government by simply trading discords and promoting the idea in game through propagana in rumour?
Because I could miraculously get a handful of people to believe in a third party protection.

Non sanctioned discords for diverge that metagame info could come with a ban. Use faction discords and other officially owned DVN discords to communicate with people.
