Adding the Police ballistic Vest as a clothing and it atomatically adds armor points

Does the ESU uniform not give you an armor vest??? Also the 2nd part would just cause you to constantly buy new clothing Id assume

seems unnecessary to me since kevlar is normally worn under uniform shirts...
