Gas tax system

Add a mechanic for oil that would have taxes included in the price (price would stay the same for civilians). Criminals could have access to tax-free gas, for a cheaper price which could either be sold to oil companies (giving about the same profit as drugs do per shipment) or for market price (or maybe even a little more since it comes instantly) to civilians, with the difference being pocketed.

This would take the place of a racket, and would be a very easy way to add some white collar crime.
