After the Oil faction was removed, there is an Oil NPC that is useless, yet people still use oil as a legal way to make money. But there so no way to buy it anymore. There are a lot of people who have lots of Oil and cannot do anything with it anymore. Since there is little point to just adding another Oil faction, give everyone access to it. I don't see any reason why this shouldn't be the case.
