Vendor bug for selling as citizen

Every other vendor except the opium vendor works, however you cannot sell opium as a citizen character. Was told to make a report, unsure if this is a bug, or if specifically opium is not allowed to be sold to an npc by citizen faction.

Somespy told me that there is an opium vendor, and told me to make a UA or bug report. So its kinda weird you can still obtain opium but not sell it.

The Opium you can obtain is called "Bulk Opium", it literally looks like a box. Its an item you can get through trading another collectable item with an NPC, Bulk Opium is a collectable item nothing more. There isnt a vendor for it because Opium was removed a long time ago.

Also Somespy is a very old admin who comes and goes so I can see why he may have had confusion about this.
