Food RP Rework

Food Spoilage:
- Food in your inventory or item banks would spoil after a period of time after purchase, maybe 30 minutes or one hour (idea from ARK: Survival Evolved).
- Food in a refrigerator for restaurants either: Won't spoil, or instead takes between 24-48 hours to spoil.
- "Spoiled food" could become a crafting ingredient for a new drug racket down the line.
- Makes it so people can't continue to horde cheap food in their inventories or item banks to substitute for proper roleplay.
- Adds new crafting mechanics for new drug rackets.
Food Danger:
- Eating raw food or food bought from hotdog vendors have a chance of applying a temporary debuff.
- Debuffs could: either make you lose hunger faster, give you a low damage-over-time effect, or give you a drunkness effect (like with alcohol).
- Consuming "Spoiled food" could add a similar debuff.
- Eating cooked food from restaurants are much safer and do not give you any debuffs.
- This would make people less reliant on buying & hording cheap food from hotdog vendors.
- It would provide more opportunity and encourage players to participate in bar/restaurant roleplay, and actually make a viable need for them.
