Make a new crime.net for events like the one cocohop made.

We have good gms that do good events like robart, swigs, moses, baldrick. If they are down for it then can offer contracts for factions that claim them. I loved the idea of crime.net and I think it should return.

(I can take care of coding the bot)

+1 I think we need more faction events. last time Strech and my self had a faction event my guys enjoyed it. we could also do more stoy line type stuff with them
