There should be some non-vehicle way to get around the map faster when there are too many players for cars. It could be some cosmetic item, like rollerskates, where if you have it equipped your walk speed is increased by 25-50% or something.

-1 It would break immersion in my opinion, and it would just be like backpacks where it looks weird because everyone is using them, and it might cause performance issues

It's historically accurate that in the 80's skates were a trend

-1 as much as I'd like a faster way of getting around without a car, I'm not prepared to see some guy with a description making it out like he's the most violent mobster on earth riding around with some fucking pink sparkly roller skates also would make police foot chases a lot different, I reckon the solution should be like a bus system that still runs when personal vehicle are disabled or you just constantly snort coke.
