Make Drugs have Screen Effects

Alright I shouldn't really need to explain on why we should have it

1. People will use drugs instead of grinding, trading, then selling them to vendors are will create rp

2. It will cause small turf wars over drug distribution which will help rp

3. It gives drugs more of a role and not a tool just to grind out for hours upon hours to make money 

4. I don't have a fourth point
