ID forgery
Could be forging fake ids with an ingame system that determines the quality, the ink and the things required would be expensive and achieving good ids would be difficult but it would be good rp and should you show someone your fake id and not f3 them then they'd see your name as the fake.

Truck Robbery
Not so much of a faction specific racket but truck robberies thatd give things like guns or cigars that you sell to the black market dealer on the barge. You could have npc guards with boosted hp and guns guard the trucks and a contract could be taken out through an npc.

ID forgery could be cool, but does not necessarily need to be a dedicated racket. Perhaps a system which requires skill/time/patience that would give some players a better edge at creating fakes over others.

Truck robberies or something akin to it could be cool as well, like it only spawns after you take out a contract and the npcs can only be damaged (and respond) to you. After a certain amount of time, NYPD could be alerted as well. Cool idea.
