The radio is very hard to use covertly under any circumstance.
Whether I am orchestrating a sting operation / stakeout as a cop or trying to communicate with my crim faction members, using VOIP on the radio is equivalent to yelling distance. Any conversation, callout, or minute piece of information will be broadcast across streets and basically anyone in my line-of-sight will know exactly what I am up to. It is impossible to use radio's in a private fashion.
Alongside this /radio creates an incredibly audible HL2 noise that can be heard from miles away, also the /radio message can be heard easily by bystanders, /rpd cannot.
To resolve these issues, I am suggesting:
1. Make talking on the radio whisper range, or have a toggle system between whispering/talking/yelling
2. Removing the HL2 sound effect from making radio messages
3. Making /radio only audible from whisper range, I believe it is talking range (also I believe it shows identities of the people posting, I may be wrong about this)
I believe that something has to be done to fix the radios, so that conversations or callouts can be done covertly or at least not yelling distance in game.
