This suggestion is a storyline event that primarily focuses on involving the community along with law enforcement (NYPD, FBI, USMS, etc)
Essentially, there would be reports springing around New York about citizens witnessing murders. The murderer would be calm and methodical, hiding within crowds and acting as a bystander. They would leave behind clues that leads to an address which is where the killer would’ve lived in.
The killer would kidnap loved ones, whether it’s a relative or a person that is in a relationship. The killer would leave clues relating to the disappearance of the kidnapped individual, stating a message: “How far will you go to save a loved one?”
Once the individual arrives at a specific location, they will be given directions and tasks to complete. These can range to murdering another man, driving recklessly to reach a destination, cutting a limb off, drinking poison, etc. Upon completion, letters and numbers of an address will be sent to them, and that address would lead to the killers hideout and where the kidnapped individual is.
If the person is too late or they did not get enough letters for an address, the killer would murder the kidnapped individual and dump their body in an alleyway or somewhere secluded. They would then leave behind a message: “Cleanse America”
The whole point of this event is to establish mystery and paranoia within New York. Citizens aware of the killings would be ready to watch their back, making sure that they aren’t next. And law enforcement agencies have to find a way to track down the killer, attempting to utilize their current set of clues found and try to use it against the killer to find out where they are located.
