I think at least 3-4 buses (with player workers or NPCs) should be added to the server, and should not be removable even if other cars are restricted. This way, public transportation is far more encouraged, it will not be as laggy as a server full of individual vehicles, and it will solve a lot of time lost from moving across the map.
If need be, there could be a legal company started up that sends bus driver out in the city to routinely stop at certain places and drive to other places, and a set amount of money could be given for each routine stop they make (in small amounts). This will incentivize the bus driver to continue in his job AND it would provide citizens with a new mode of moving around besides walking everywhere.
