This suggestion is based off another one that mentioned prison RP in miami, I am just expanding on it.
Issue: Miami died because its play style was exactly the same as New York. The only difference between the two servers was literally the setting. Basically, Miami was just a clone of New York. This forced the players to choose one server and stick with it because there was really no point in going to the other one unless you had business to do in RP between the two states.
Solution: If Miami was changed into another game mode while still maintaining the "mafia" roleplay aspect it would revive the server. The main change I am proposing is, that the Miami server can just take out the court RP and legal RP parts entirely, turning it into a game mode where if you are caught by the police you are convicted in RP automatically and sent to prison. (Obviously, there will have to be new rules in place so that cops do not abuse this power). It would make getting caught fun to roleplay. Miami has its own entire prison facility and its potential for RP is endless. It is such a waste of potential to have an entire prison unused because Miami has to be exactly the same as New York. This change in-game mode would give a different part of mafiaRP that is not available on the new york server and would give players a reason to go to Miami if they ever need a change in playstyle.
In New York, it seems that players are so dead set on not being convicted of crimes. (Leads to metagaming, powergaming, general rulebreaking, etc) This is because if you are caught, there is a possibility of being PKed, which is frustrating and nobody likes that. Another suggestion I have along with this change is that PKs should be taken out entirely for Miami, or at least have the rules modified so that it is not the end of your character's career/life if they go to prison.
The other suggestion I mentioned earlier talked about having prison factions, which I think is a great idea, and again, has so much potential for RP that the MafiaRP genre hasn't really seen before.
This change will take a lot of development to get right, but, if Miami is to be revived, I believe there needs to be some big differences between the two servers.
