Can only call 911 via a phone and the people around you would hear/see what you are saying.

I'm confused, do you mean they have to use voice and now we have to install dispatch?

Or people just see the /911 chats in local chat and they work as usual

People can see the /911 in local chat. I just think its unrealistic how someone can passively call 911 without the people around them knowing. ive had instances where I would kidnap someone and cops would suddenly show up at the spot because the person I kidnapped called 911 whilst tied and in the back of my car.
