Add joints. Just why not, it would be fun for people to just smoke a joint while kicking it at a bar or something.

A lot of people smoke weed and it doesnt make sense that when I'm in a house party of a street gang nobody has a j or blunt rolled up

Eh, I think if some sort of crafting system to make these would be nice, instead of being placed in a racket. Meaning you could go buy potted weed, then make them with the remains of the grown weed. It could create some good rp, and also add self-use laws for drugs actual meaning.
