I mean why cant we restrain cops in the first place? 

cops are super humans: immune to pk, bullet proof vest, unlimited ammo, and cant be restrained.

Criminals are supposed to be scared of PD. PKing an officer is a serious RP action, and will result heavy investigation.

They are also not immune to PKs.

Cops aren’t immune to PKs, I’ve been PKed myself. Murdering a cop is a big deal because it brings a lot of government attention to your mob. Our armor also isn’t bulletproof - I’ve been killed by criminals before who had significantly worse weapons, because they had prepared for it or had a better position. Unlimited ammo doesn’t really matter since most ammo is quite cheap and also most successful criminals have hundreds of thousands or millions of dollars, some ammo is a pittance (Also we now pay for the majority of our weapons.)
