Heroin NPC Not Working

The NPC by the self storage never works. It'll work sometimes, and won't other times. 

It isn't just me either, plenty of people find it doesn't work either. 

It also feels like it won't even let me close to it, like there is a invisable wall.

Please fix.

You may not sell drugs of the racket which your faction control


If you can order heroin, you cannot sell heroin.

Sell it to a player or trade it for a different drug.
