Why should you be unbanned? I "ran" over the officer who was originally chasing me in his marked dodge monaco trying to pull me over for wreckless driving and also harmed me and my car in the process, so when I saw him standing still I ran the officer over with my car so it was a sort of self defense, I had died to the officer prior to that while trying to escape from other officers so it was not a direct kill.

So I took a ticket for RDM in which I watched a video of a man shooting you in a shootout and about a minute later you returning. In the video I didn't see anybody chasing you in a vehicle but I did see you missing the cop, reversing, and hitting the cop and another man who was standing near him.
Due to the NLR nature of this incident I concluded that you had killed the cop for no reason and broken NLR in the process.

Yes, I have missed and came back as the guy was radioing in that I was in the car and I wasn't gonna crash and watch the cop shoot me from the back after murdering 3 officers, so I have run over the cop. with the NLR situation I didn't have time to think who it was so I just ran him over as he was a threat to me and my friend who was attempting to being arrested

According to the logs the Officer shot and killed you, you then ran him over with your car exactly 89 seconds later, as well as another person. Regardless of what you were trying to do, that Officer already killed you, removing you from the RP situation, ergo NLR applies.

Life rules dictate the following:

2. You MUST follow NLR after every death. You will not remember anything from the last 15 minutes before your last death in RP. Nor can you return to the same RP situation.. You are not actually dead unless it's a PK and is otherwise put in the hospital and will recover.
3. The radius or size of the NLR can vary but generally it means do not return to the same building / area you were killed. Do not loiter just outside the area and do not go seek the same players to create another situation. Do not spawn and take the exact same route to find them either. Attempting to abuse the NLR system or skirt around the rule is not permitted.

In order to immediately return you'd have to B line from the Hospital back to a situation, in this instance it is a clear disregard for the NLR rule and as such also RDM to return and kill people. Otherwise what is the point in dying if you just run back a minute later and continue?
