Adding an NPC at City Hall that would allow you to get a crash course in how to partake in and understand the legal system. Can be links to the various government/UCS Discords, along with a comprehensive study guide on how the court process works (in New York or Miami); Perhaps even tests or quizzes to verify their knowledge (food for thought).
What I've found is that people who are willing to deal with paperwork, however miniscule, show a far more 'active' role in participating in and contributing to the community, legal or otherwise. We could be losing countless players (or not lol) who want to get involved in the court systems (or just the community), and while player can of course give them all the links, I think that adding these kinds of mechanics to the game would only further legitimize and grow their place in the server as it is, and quicken the speed at which things 'happen'.
Basically, simplifying the process to get involved with government, the courts, the police, legal institutions, etc. I think player engagement grows exponentially the quicker we can hook them into dedicating time and energy towards the growth of the server. It could actually gear new players towards a legal-majority and crime-minority, where being in a crime family actually requires making connections and building trust over time to get involved in, while legal endeavors can be hopped right into.
As I said, food for thought. I'm not demanding any kind of change, just offering potential ideas, however outlandish, to help improve the fun and interest of the server and community.
