The game audio is incredibly low and nearly impossible to decipher. I'd recommend fixing it in the future.
Regardless, it's difficult to really Identify a worthwhile rule break here. At most this should be handled IC (In character) by the NYPD's Internal Affairs division, of which I believe they will/are. So I don't see a point in handing out an OOC rule break for an IC issue.
