Eliminating Sprint Bar or adding to it while Cars are inactive

As suggested, the map is pretty big when you are only able to walk.

With cars hardly being accessible due to lag, why not either get rid of the sprint bar when they are, or have more sprint time?

Makes a much more convenient experience for everyone.
