It's not. Pretty clear from any perspective that the cop approached weapon drawn in a high intensity situation saying "Hands, hands, hands, hands," Clear intent he wanted you to surrender and was not PK hungry, the following "F7, F7" is simply informing the player that 'F7 = hands up' a player instructing another to raise their hands in surrender is obviously not searching for a pk as surrendering avoids the potential death. It's very common that many, mostly new players don't know that F7 is the default bind to use the surrender SWEP. I also think that arguing that saying 'F7' makes it sound like a 'PVP server' is a bit ironic since immediately shooting Officers without saying a word is more akin to a PVP server as opposed to an officer ordering a suspect to surrender.
As for the rest of the clip. Looks very cut and paste, standard stuff, if you wanted to avoid it you should have surrendered.
