You acted corrupt and took oil (legal) off a person who was tied. You used your position as a officer to break the law. You sold the 4 barrel of oil for profit.

Lastly PKing an Senior Officer for stealing two barrels of oil is the most bullshites reason I have ever seen, those two barrels are not expensive, then the watch Chu Ming had, which had street value of 1mil. Rommullus also made a bad call, by accepting a PK hit ON A POLICEMAN for two barrels of oil. From the looks of it, it seems to me that Irn Bru and Romullus were just PK hungry to get a cop killed.
If someone believe they can carry any legal item with them in the jailcells, then they can have chain saws and items to cut though the bars of the jail
