Although the second clip shows the other officer exiting the world corp building, there is no evidence of him actually rescuing the tied-up officer or trying to arrest you for the kidnapping through use of out of character systems. Without more information, we cannot reasonably determine the cause or purpose of that officer visiting the world corp building.
I should also mention that kidnappings need to have a roleplay justified reason and cannot happen out of no where, or for the fun of it, especially if it is against a law enforcement officer (see mugging rules 10).
I also concur with the statement made above by Oman. Even though you changed clothes and clearly evaded the other officer in the second clip, law enforcement are still able to identify you by your voice.
As for the actual PK, it would not have happened if you hadn't pulled out your pistol and initiated the violent confrontation with the police. The officer in the clip first pulled their weapon out to de-escalate the situation with the random citizen interfering, but then changed back to their tazer shortly after before attempting to lawfully arrest you.
In the end, I find that there is insufficient evidence to establish that metagaming did occur, and that your PK was justified.
