The reason for the moaning is probably one of two things:
1. It's the collected moan of the entire server; when people are hungry and take damage from hunger, they moan. As such, lots of people moan when you connect to the server (hence if you have a longer connection time, you're more likely to hear it., as more moans accumulate.) However, since the server can't play the noise while you're loading, it's thrown into a queue that unloads when you finish loading, and it just plays the sound at the first available time.
2. Bad timing. The camera of the character menu is able to hear things. It's why you can hear gunshots, conversations, or cars going past the menu camera. If you connect when someone moans, the camera "hears" it and plays it back to you, just like when someone talks near it or shoots near it.
