Implement an easy system for rats. Players with the F3 of anyone in a criminal faction could go to an NPC in the police station and identify other players for a cash payment (probably 2k per name since its risking a PK). This would give police knowledge of a players crime family. This could be tied to detective flags to make it only visible to certain ranks. This could probably be tweaked too.
I think knowing what crime family a murder victim or criminal is a part of would help LEOs track crime and prioritize factions with more criminal activity.
