Had an idea but the logistics of it may be a bit difficult. A lot of people make money by travelling to and from both servers.
The idea I had was to implement a sort of 'airport' style system where cops in training can be positioned at a gate where criminals will have to pass through, be searched etc. Obviously not having police there at all times of the day will be good as players would have to interact to see if it's safe to move across with drugs etc.
I think it would just add an extra element to making drug production and movement more dangerous
