If you look at "killing rule 12" it states that you cannot shoot a cop for simply pulling you over and writing you a citation for a traffic violation which is what that is shown in your clip. Due to this the ban for RDM is justified.

Your ban appeal has been reviewed and denied.

We have determined this ban to be reasonable and/or justified.
