In that context its when a user sits to avoid being arrested and refuses to standup as a way of avoiding rp/police. Obviously not allowed but the consequences are more immediate. What you did was definitely much more severe.
I'm not exactly familiar with the context of the other person's ban but I think the fact that for the exact same thing one was described as abuse and the other an exploit is kind of ridiculous.
I'm not oblivious to the fact I broke the rules, I, of course, should have known better and I accept that I received punishment I just personally believe 3 weeks is overkill even if what i did was (compared to the other users actions) more severe.
