A great point was brought up by Bingus. This system would be unable to check if they were a felon (unless people were marked felons from Jailor NPC). This would allow felons to purchase gun licenses. By allowing this it would force PD to still check people's IDs when they see people with gun licenses.
My solution to this issue would to make a line of text within the NPC dialogue to warn them that they can be charged with a crime for lying about their felon status.
