Here is the response I wrote up to other community members when this was last brought up:
I'll just list it here.
There was no guarantee we would switch to this map. It was just something we followed on the sidelines as we are all fans of fishke's previous maps. However looking at this one we can easily conclude that it does not fit with the gameplay on diverge.
The map is too large. It is literally 3 times the size of southside and is split into TWO big cities. The entire point of mafia rp is to have player to player interaction and moving to a map three times the size reduces the amount of people you run into overall. There's areas on southside that go unsed when we max 128/128 now, if we switched to this map 70-80% of the space would be unused. This obviously is horrible for basic gameplay loops, traveling (wtihout cars), meeting people and new users who join for the first time would have a horrible experience.
As of right now there is very literally zero reason to switch off southside, a perfectly good map that is sized right for the amount of funneled interaction you get. It's also just generally more detailed and dense, with roof top access and an elaborate server system this new map doesnt have. NYCity map feels very blocky and almost rushed as if the labour of love didnt translate to such a massive scale. (Not saying it's low quality by any means. fishke is an amazing mapper but it simply FEELS less detailed because there's so much more surface area to cover)
I understand people like it right now but you fail to see what we see, the overall health of the server, community and gamemode. You're likely very tunnel visioned on the shiny new thing and that's normal. But as of now nothing has to change and nothing will change. It'll just cause problems that arent needed.
