If it could be done correctly then this could be a really good idea.

I'd make it to where high ranks can only revoke license so if an officer wants someone's license revoked, they would speak to the higher up about the situation to let the higher up decide on it.

This is what I meant, I should've specified only high ranking officers can perform the license ban
