That was being Roleplayed as a safehouse with a shit load of civilians and police there. Him open carrying during a war and being at a safehouse hiding from the random killings happening around the city is not unjustifiable, and does not warrant him getting shot. As stated, there was a lot of civilians there. You guessed he was a part of some organization, and he wasn't. From what I know, he was just a guy at a publicly utilized safehouse. You knew the same. If he had pulled a gun on you, then it'd be different as that'd be an active threat. But there was no active threat.
