I don't think F3's should be a thing for giving an ID. It doesn't make sense in RP for a cop to know who you are indefinitely because of one interaction, it doesn't matter what you do they will always know you and your affiliation (even though its metagame). You can change clothes, wear a mask, do plastic surgery, etc.. but it is useless. I don't think there was a problem with the previous system, obviously if it was a memorable interaction and the police remember the persons name then the F3 wasn't even needed in the first place. Especially because of how abused this system is in order to farm F3s for no genuine RP reason.
