System has since been balanced since the post was made. As for weapons, factions who have gun rackets purchase shipments, which contain multiple weapons instead of one. The idea behind this is that realistically, gun importers don't just order 1 gun from their supplier, they order multiple, and then they sell the individual weapons to people.
You buy a shipment with multiple weapons for a cheaper price, then store them, whether that be a storage crate (which we've made bigger than the NS default is), item bank, etc.
