It wasn't a threat because he shot
Your faction member was not attacked, he was standing NEAR an individual who was attacked and killed. There was one bullet fired and that shot hit and killed a person not in any related factions to you and you didn't have his F3.
Even IF your faction member was attacked, you need to retaliate instantly, not hide and exact vengeance.
a. If the user is attacked they may flee and return later to exact revenge on the assailants as described under killing rule 3.
If you are ATTACKED, you may flee to exact vengeance. Not if someone who is your friend happened to stand near a shooting which he was completely unscathed and uninvolved, then returning four minutes later and sniping him... O_o
