First and foremost, Hey! I was the banning Administrator as you already mentioned. I took the tickets and during the sit, I spoke to some higher-ups about the situation and I was told that 3 days was a reasonable time length. Also, the rule that you are trying to argue is under the Police/ Government category which you are not apart of on that character which makes that argument invalid and it states that you may NOT plant evidence on people without UA approval.
