That Donny is in first person which is an abominable experience with a motorcycle, he can't even see that the officer is under his bike
The cop also clearly positions himself in front of it, you can see him shift to the left infront of the motorcycle while he is staring directly at the motorcycle:

And just general behavior as a cop, you don't blindfire through bushes or even instigate a shootout like that just over a traffic incident. If they had told you to pull over and you didn't and *continued* to hit people then it may be warranted, but as it is this seems like pk hunting over minor shit
Respectively, why didn't Donny stop? Hamir didn't start shooting until 2 seconds later after the officer was hit by Donny. There was plenty of time for him to stop and not get shot. I have even done PKs on people who have ran cops over and others, and they are completely valid.
I think the biggest question is why was Donny driving in circles around these cops in the first place? Were they attempting to detain him? Was he just having a chat with them? If they were attempting to detain him or question him, then him fleeing after hitting a cop makes all the more sense why this is a valid PK.
So your speculation on why it shouldn't be valid is based on the fact you think others haven't been PK'd for this. Seems a little unjust to say yeah its within the rules but its exempt, and then to say well wheres the rules that say its valid.
I personally think this appeal is in the air, I think the most important part is the context before Hamir's clip starts, which will determine whether its valid or not.
