There is literally a clip that shows them ADMITTING they will not move from where they are because "it's public property" and it shows them at the fucking alleyway and perhaps you don't realize but the loitering rule does apply to public property, its counts if they are harassing, following or making threats. You said in the sit they were actively accessing their business which my clips shows them clearly agitating, making a confrontation which is against the baiting rules and they were LOITERING at OUR property line NOT IN THEIR BUSINESS. https://prnt.sc/OB02v2sDacy7
