Ultimately this is a video game and unfortunately allowing people to kill for disrespect or insults would just prompt more RDM or kills that Admins can't verify is or isn't RDM because we wouldn't be able to prove they insulted them, It also encourages people to take OOC beef IC and generally makes a mess of things already. At the end of the day it's a game and words are just words.
In regards to the example you gave about the bar, for instances like that the solution is quite simple. You expel the person from the bar or demand they leave your faction's property under gunpoint, at which point them not complying would be an a-okay kill.
