I think that this concept is great, and could potentially be of great benefit to the server RP wise, but I feel it needs something unique or outstanding to be a tab-menu faction, rather than a congregation of citizens. If you need some help to make a deeper write-up, let me know at slapdog#5055, because I'd love to see this faction on the server.
